Most UAE solar guides treat net metering as one uniform, UAE-wide policy. It isn’t. If your property sits in Ajman, Ras Al Khaimah, Fujairah or Umm Al Quwain rather than Dubai, one regulatory detail should genuinely change how your system gets sized — and it’s rarely mentioned.
How solar credits are treated, by emirate
| Emirate | Utility | Credit rollover |
|---|---|---|
| Dubai | DEWA (Shams Dubai) | Indefinite — never expires |
| Ajman, RAK, Fujairah, Umm Al Quwain | EtihadWE (DSS) | Resets to zero every 31 December |
| Abu Dhabi | ADDC / AADC | Indefinite (energy-netting framework) |
Dubai: no expiry pressure
Under Shams Dubai, DEWA credits exported solar power at the property’s own consumption slab rate, and unused credit carries forward indefinitely. A villa that overproduces in a hot, high-AC month can apply that surplus against a leaner month — or a leaner year — later on, with nothing lost.
The four EtihadWE emirates: a hard annual reset
Since EtihadWE’s Distributed Solar System (DSS) program launched in September 2024, it’s used a two-meter, monthly-comparison structure — but any unused surplus expires at year-end. A system sized larger than the property’s real consumption doesn’t just underperform on paper; it wastes generation every December with no way to recover that value in January.
Why this changes the sizing conversation
- Oversizing costs more here than in Dubai. The same “extra capacity” that’s harmless (even useful) under indefinite rollover becomes wasted value under an annual reset.
- Battery storage earns its keep differently. In Dubai, batteries are mostly about backup power and evening-hours shifting. Under EtihadWE, a battery can directly capture energy that would otherwise be lost at year-end.
- It’s a good filter question for any installer quote. Ask specifically how a proposed system size was matched to your actual monthly consumption pattern, not just your roof area.
⏳ If you’re in Ajman, RAK, Fujairah or Umm Al Quwain, the right system size isn’t “as much as the roof allows” — it’s sized to what you’ll actually use before the December reset. A property-specific assessment is the only way to get that right.
